Dude U.S.G.N is already working. It's something with his router or firewall.

IRAN TOWN Dude, I can join on his server if he custom router.Setup:
you must have a public ip sometimes firewall can block ports unlock ports (go to your router's configure and go to virtual server and add a server with port 36004). I use it and work 
in cs2d in new game menu write replace port Server Setup: Guide / Checklist 1
