Try to search the forum, how many threads like this are here so far? Making a mod is kinda complicated proccess. Try to learn mapping, skinning and scripting and then eventually ask someone for help. From your post I see you got an idea and skins. It is not enough, you know.

Be more creative, please. Searching tool isn't that hard in use, don't be afraid to use it. Try something easier. I would like to see new HUD and GUI skins for CS2D. Give it a try; new pointers, radar, etc. Don't even think about copypasta.

Your skills are not enought to make a normal thing. So please, get better skills, and try to make a normal files, then we will see...
