CS2D servers have nearly no read/write operations at runtime. Only when loading a map and when writing stats and logs. Or when you're using custom Lua scripts which reads/writes stuff.

This means that the type of your drive won't have any noticable impact on your tick rate (or FPS in client) under normal circumstances*

What matters most in CS2D for servers is the CPU (for clients the GPU is even more important) and fast RAM. SO I assume that your new VPS has a fast drive but a weaker CPU or slower RAM.

An SSD of course is still a good thing even for CS2D because it will reduce loading times (startup & map changes).

*) there are/were attacks where attackers made use of slow IO to kill servers. They just triggered tons of logs by doing certain things and since write operations are slow it made the whole game lag and sometimes even led to crashes. CS2D has been optimized a lot in this regard though but this can still be a bottleneck. An SSD makes it even harder to kill a server with this kind of attack.
