English Fps Rate

I am Having troubles with my fps rate.
In game it goes to 30s & 40s. When it should be a stable 45 - 50. Does anyone have any suggestions to fix this. I was using a more slower PC before I used this one & even that had a 40+ stable fps rate on it.

Here is Computer Specs:
Processor: Intel(R) Core(TM)2 Duo CPU E4600 @ 2.40Ghz (2CPUs), ~2.4GHz
Memory: 3070MB RAM
DirectX Version: DirectX 10
Operating System: Windows Vista™ Home Premium
My Graphics Card: NVIDIA GeForce 7300 GS

Then make/get in a game and open up the console
and type ''net_graph'' and a little grey window should appear on the bottom right which shows your FPS. If it shows that your FPS is higher then when VSync was turned on, then it worked. I had the same trouble and I always had about 30 FPS, but when I turned off VSync I got 49 FPS (which is the maximum of CS2D I think).

I always have VSync off, on old computers. I think VSync only makes the Fog of War more smoother. Otherwise I think it's some kind of Video Syncer I guess.

√ if vsync is on: you might get less fps but you have no screen tearing effect (the game waits for you monitor)
× if vsync is off: best possible fps but you might see the screen tearing effect sometimes. (the game does not wait for your montior)

the only reason to disbale vsync is to get more fps. (the limit is about 49 +/- 1). don't disable vsync if you already have this framerate because you might see the screen tearing effect if it is disabled. however this effect is not very annoying and most ppl doesn't care about it.

an alternative would be to increase the refreshrate of your monitor. many monitors run with 60 hz by default but I suggest to use 100 hz. this might help to increase your fps without disabling vsync!

I only got from 60hz to 85hz here. 96 DPI, 8 MB memory NVidia Riva 128/128ZX graphic card, but I know CS2D would run great on these settings. But I can't play CS2D anymore at least not here since my graphic card somehow don't allow DirectX. I tried installing a newer DirectX still didn't work.

But on the safe note: I got two computers at home which I can play CS2D on.
I'll show my other PC's refreshrate as soon as I have the chance.
