I hope, you mean Tileset.
First of all, you must know how many Tiles you wanna make.

For example, you wanna make 5x10 = 50 Tiles, then you need :
5x32 = 160
10x32 = 320

Just open Paint, then CTRL + E, then you write in both 32x32, in height and length.
This is the size of 1 Tile, then you cut it out and copy
it into a new Paint, this new Document must have the Size, you need for 50 Tiles = 160x320.

Now you copy in and then you can make the next one.

If you finish the Tileset, then save it at C:/Programm/
Counter-Strike: 2D/gfx/tiles, but it must have the Filetype .bmp.

Well, the tiles are supposed to be 32 pixels in width and height, if the tiles exceed this number it will move to the next tile, in a way. You'll have to experiment with this until you get the hang of it. It's quite simple to do. Matter of fact, too easy. Just open mspaint, create a image resize it to about 320 pixels width and height and try and crate a even grid in 32x32 size, good luck.
