It's a sad thing about the breach though especially for the users that's part of the PSN. I hope they've followed the safety guidelines in order to secure their credit card details and other info. I know many is quite angrified over the phishing scam that has taken place earlier. It sucks to get scammed like that, the PSN has lost trust after that but that doesn't make them bad, no. Afterall it wasn't their fault because it was the breacher's fault. Anyways, is the PSN really online again? supply us with footage or some sort of evidental news article otherwise it didn't happen.

We will know that it is up and running when you turn on the PS3 and says that the system has to update before you can log on to your PSN account.
I think, they do it so:
They give the Userdata for money or something else.
I dont think, that they are looking at all Users. Its too much!
