There should be a way to disable it via profile settings.

On the iOS devices that run Safari, tooltips prevent the user from going to the link the first time.
When clicked, the tooltip shows rather going to the desired link.

man double clicking doesn't affect your internet browsing at all. It only slows you down by additional half seconds, which are nothing compared to the time anyone wastes on actually looking at the webpage they double clicked.
