If your mod has an leveling system, why dont you give a try about perks with levels?
>Businessman 1 - You have a %50 chance to gain double money on every kill/ every round won.
>Businessman 2 - You have a %100 chance to gain double money on every kill/ every round won.
Perks unlock after you gain enough exp of that perk.
>When you get double money on Businessman 1, you will gain exp.

This may ruin the game, think about it;
A guy is at level cap, has every perk.
But another guy isn't. <- This guy will rage. But if you will add experience for perks, you need to level every single perk(which is needs more time but make game fair.)

There are more perks then there are levels, well there will be. Therefore people would have to choose which one to get, and can't have them all.
I don't think I could persuade Engi to do what you want at this stage.

"I eat bullets": You will be healed if you got shot by any gun, except for rockets, lasers etc...

Overpowered perk much. How about a limited time for that?

What about this?

Posion Ammo: First 3 bullets are poisoned.
When a victim get's shot by a bullet it losts 2x more hp and it starts losing 1 hp per second.

Why not 'PALADIN', when it's Hp down than 20% it receive one shield, heavy armor and a machete.

Mysterious Stranger: If you health reached 50%, a soldier NPC will appear in front of you if there's an enemy. It will protect you and shoot any enemy for 5 seconds and will disappear. The player who has this perk wont be attacked by the NPC
