Can I Have A More Detailed Description Of How This Works? It Seems Like All This Can Do Is Edit The Ranks In My OWN Server That I Don't Even Use. I Don't Get How This Converts My USGN To The Forum. Is There Like Something Special Happening When I Click Save?

There's a button on the bottom that says "Convert USGN to ForumID", click on it and click save.

As via the thread description, the userstats.dat file is located within CS2D/sys/stats folder. This is only for server hosters.
