It's not your fault. They aren't clicking replace map.

Instead rename your map to something else, that way it will download without asking the client to replace or not.

it COULD also be caused by bad server settings. you can actually fully disable file transfer. make sure that you didn't do that.

cs2d cmd sv_maptransfer has to be set to 1 (there's a checkbox for this option when opening a server with the cs2d client)
