I highly assume your graphics drivers weren't updated recently or the recent update(s) led to several bugs such as this. If necessary, roll back the drivers at initial state or update them if you didn't it so.

Looks like a general video card problem with transparent textures. Maybe because the texture is not a power of two texture.
